Romania Ends First Step in Co-op Movement

Late in September 2008, Mr. Abe, manager of training department of IDACA, joined a study mission for the final assessment of the Romanian project for developing agricultural cooperatives. The project is led by IDACA, entrusted by JICA.

Briefly, the background to the project is as follows: The Romanian government sought Japanese aid in 2000 in its efforts for democratic development of agricultural cooperatives. In response, IDACA sent Mr. Terunuma, manager of the development department, to Romania as a JICA expert to initiate the work. Initially the progress of the project was hampered by remnants of socialism; farmers with bitter experiences of cooperatives under the old socialist government did not easily accept the idea of new cooperatives. Mr. Terunuma and others worked hard to overcome the difficulties. At last, the law of agricultural cooperatives was enacted in the country and over 80 cooperatives including seven pilot cooperatives, plus some national federations of single-purpose cooperatives, have come into being. Having thus laid the groundwork, Romania is now ready to spread the movement nationwide.
